can a creditor continue to report an account that was included in a chapter 13 past 7 years if so,how long and what date starts the clock

No. A bankruptcy discharge extinguishes the debt. It is slander of credit for anyone to continue to report is as if it were a debt except that bona fide credit reporting companies can report the debt if they don't have notice of the bankrupcty. After that, the fact of the discharged debt can be reported if the report is accurate. The bankruptcy itself can only be reported for six years.
