Is Raymond. J. Noonan a lawyer for this firm? Or are they just a collection agency? I need to know please help.

HHL is essentially a collection agency that pretends to be a law firm. They don't even really have any significant offices in NJ. Run them through google and you'll find some fun stuff about them.
I suggest you get an attorney if they are bugging you. An attorney can really shut them down and get them to stop bugging you. Just to give you an idea of what an attorney can do, I have had clients who were bugged by HHL and by the time I was done, they ceased all collection activities and removed all negative remarks from my client's credit report. Of course, every case is different so there is no telling what an attorney can do for you until you meet with one. It shouldn't be expensive either.
