Hello!

Q. Can you be arrested for a credit card debt?.. Received a paper stating They were issued a 'Warant for my Arrest' -with no copy. .unless I call an office within 48 hours to make arrangements to voluntarily appear in front of a Judge, or else?

While you cannot be arrested for failing to pay a credit card debt, you may have failed to appear before a judge, or have failed to do other official court required action.
