If you paid the real estate taxes, that was probably several thousands of dollars. This is bad. Have you tried talking to your coworker? Did you have anything in writing about when and how he would pay you back? (If it is NOT in writing, this does NOT mean he does not have to pay you back).
You really need to meet with an attorney who handles real estate and also goes to court (litigator), who has an office not too far away from you. Your former friend has not done the right thing, even if he has excuses and reasons for not paying you back. Talk to a lawyer.
If you would like, give me a call; I am in northern New Jersey. I will be happy to discuss this with you; the telephone consultation will be free.

Small claims court may also be an option for you. I would at least consult with an attorney since it won't cost you anything but it may cost just as much to get an attorney as the money you are trying to get back. It all depends on what type of figures we are talking about here.
Good luck!
