past due notices

Is there a law stating a company cannot stamp an outgoing envelope with a past due stamp?

Only if the notice appears on the outside of a mailing and if the sender is a debt collector. There is some recent case law implying that a collection department for a large creditor may have to comply with some of the same rules as a debt collector, but this is not well established.
