I received judgement against a former tenant in small claims court (Salem County, New Jersey) for $3000. Can I collect on a wage garnishment if the person's employment is in another state?
What would I need to do?

The courts of another State will enforce your judgment if you have it docketed in that State. Each State has different procedures for doing that. You will have to look into the laws of the State in which the debtor works.
