can a company refuse to take a payment arrangement from you. even if the case has already been forwarded to collection agency and then to a lawyers office. can a coompany collect on a charged off accout

Sure. There are, however, many laws regulating the conduct of attorneys and debt collectors that you should be aware of and that may work to your advantage.
