statute of limitations for forgery

A relative forged my signature and personal info on a student loan application, and it was granted. Now they are in default and the Fed Gov't agency has been trying to come after me. They say I must file a police report, etc - but I am reluctant - and the Gov't will not transfer the loan to the other person's name. Documents were 'forged' in 1999, I think. What are my options? Thank you.

1. Cooperate and file the police report; or

2. Pay the loan.
