Legal Question in Credit and Debt Law in New Jersey
I did work for a township a least five times over the last two years, (Junk Removal and Cleaning up properties) on the last job in June 09 they said they won't pay me till I become a reg. company ~ They owe me 5,500.00 dollars....Can I return the Crap and junk that I removed to the property I did work on?

Why not register the company? It's neither very hard nor expensive.
The Township has limitations on who it is allowed to do business with. If registration is the only requirement, do that and send them another bill.
