Violations of the criminal code of New Jersey all start with "2C." It appears that the charge is a violation of the municipal code of a town. There is a record of the charge in the town. It is a bit difficult to give a reliable answer to your question without a copy of the summons or complaint.
Municipal code violations are disorderly persons offenses, at most, and not crimes.
