Legal Question in Criminal Law in New Jersey

2 mos after my daughter was caught at school with a cds (vice principal and sheriff told her she could leave after drugs were confiscated without being charged). I called sheriffs office about policy to file a complaint against school administrators (my daughter was suicidal which was reported to school officials by her friend and they allowed her to walk without reporting it to anyone, myself included) Anyway, a few days after I called sheriff's office I received a call stating the officer had filed charges against my daughter (clearly after I had mads my inquiry) and she would have to appear in municipal court. The court date was 2 weeks but my daughter was in a mental health facility in another state. I told the officer that called me and was told that there would be a warrant issued when she came back to jersey to turn herself in. However, I just received a prearraignment conference for superior court in 2 weeks. My daughter was never arrested and I don't understand what this is about. What do I do??? How does something go from municipal to superior court without any notification?

You should hire a lawyer ASAP. The judge will force her to get a lawyer, so you might as well get one now. If she is under 18, it has to be in Superior Court since Municipal Court cannot handle juvenile crime.
