Accussed of a crime
How would I know if a warrant has been issued for me? Would I receive an issued warrant before this happened? What case does someone have against property damage if there is no proof or no witness'?

You have asked how you would know whether a warrant has been issued for you. A warrant is a document which authorizes your arrest. So of course you will know it if you are arrested. A warrant commonly intitates criminal procedings, but not always. Sometimes those procedings are intitated by a summons, which merely commands you to appear and answer the charges and does not authorize the sheriff to hold your body until court. Both forms of process are entered into a computer, so that you can have someone with access to the computer system check for you, like a court clerk, a police officer, or even a lawyer.
If there is a warrant, it is usually best for you to turn yourself in, even if it means going to jail for a period of time, because if you don't, and you are apprehended, you will inevitably spend more time in jail than if you are cooperative with process. (I don't mean by that that you should give a statement, for pete's sake do not do that - ever)
As far as whether someone has a case against you, well, you are the best judge of that at this statge. No one has a case against you if there is no proof. Sometimes proof can be circumstantial.
If you are charged with whatever offense your sixth sense tells you is coming down the pike, you, and your legal representative, will be given an opportunity to assess the state's proofs. No one can advise you as to the strength of a case over the internet, based on the questions you ask.

If you believe that you may have charged with a criminal offense you can check by calling the police of the town in which you believe you may have been so charged.
There many forms of proof. I would need to speak to you to evaluate your situation.
