can a public defender lower the bail on a person, that has two seprate charges,and make it only one bail

A public defender can do all the things a private attorney (or for the matter the criminal defendant, assuming they knew what the possible things to do may be)... there are no secrets, but there are degrees of skill and there is, ultimately, knowledge of how to get what you want in Court. That is why you "get what you pay for"!
