Can I drop a simple assault case if I decide to amicably resolve the issue with the defendant

It depends if you are the one that signed the complaint. If the cop did, then no, you can't on your own. You'll have to speak to the prosecutor first.

The plaintiff is the State of New Jersey, not you. You can tell the prosecutor of your wishes and he may agree or her may not agree.
