can the charges be reduced against a person who place a article on top of a gas stove but no one was injured be reduce to crimminal mischief

It can be reduced but it is not easily accomplished.
Arson does not require personal injury. Protection of property is the also purpose of making arson a crime. You have been charged with a very serious crime and need the services of an attorney, NOW.

Whether a charge can be reduced is a question that can only be answered through your lawyer's negotiations with the prosecutor on your case.
