Legal Question in Criminal Law in New Jersey

I was arrested on April 6th 2012 and my charges were Robbery, Conspiracy, and employ Juvenile to commit a crime.I was released in August by court order and on September 22nd I received a letter that no indictment was found,Can I file a lawsuit?
