Boyfriend being stalked by ex-girlfriend

My boyfriend's ex repeatedly contacts him even though he has told her to get lost. She tries to maniuplate him, but ends up leaving screaming messages and foul text messages when it does not work. He has yelled at her which only gets her to subside for a few days. It is now getting to the point where she is having her friends drive her past his home in the middle of the night and job during the day. I won't drive to his house anymore because I don't want her to see my car and he is always looking over his shoulder to make sure she isn't having someone follow him to my home. Although she is of legal age, both of her parents acknowledge she has a problem, but neither cares to take action. She lives in another state with her mother, but has been staying here with her father/grandfather/friends. Can he sue her and/or her parents? I suggested a restraining order, but he doesn't think it will make a difference. Is he right? I am at my wit's end and any information at all would be comforting.

He is entitled to file a domestic violence complaint against her for a restaining order and if she disobeys the restraining order she gets arrested by the police.
