Legal Question in Criminal Law in New Jersey

My brother is incarcerated with a mental disability. While in prison he is not receiving proper medication which is causing him to get into trouble and inturn he is recieving more time on his sentence. This has been a repeating cycle for over a year and they just keep moving him from prison to prision and no one seems to want to take respondibily. The prision has all of his medical records with specific details on medications, what triggers him into a crisis, and so forth. Still, the staff at the facility is failing to properly treat him, although they are trained and required to do so. He suffers from paranoia, bipolar disorder, and schizophrenia. I believe he has also developed depression, although he has not been diagnosed. What actions need to be taken, if any, to see that the medical staff at the prison properly handles my mentally disable brother and provides proper care.
