does everyone involve in handling the evidence have to be deputised in some way or another.

At trial the chain of custody of the evidence serves to insure that the evidence is the same as the item originally seized by the police and not substitute and that the evidence has been handled in a manner so as avoid possibility of spoilation or contamination. The chain of custody must be established by sworn testimony, usually by police officers. The fact that a civilian, not employed by the State, handled the evidence might raise some doubts as to the integrity of the evidence offerred during the trial.

There has to be a clear way of tracking an item through the chain of custody. That does not necessarily require pinning a badge on each person.
