What constitutes harrassment?

I have a handicapped neighbor on one side and an evil man on the other side. The evil one has been harassing the handicapped lady for years. When she tried to take him to court, he and his adult son perjured themselves and then sued her and won court costs. She can't afford a lawyer and legal aid won't get back to her. The latest trick they have pulled is to register her at an online holistic site as an acupuncturist (she is a hypnotherapist) and then reported her to the bureau of licensing as performing acupuncture without a license. She exists on social security and a small number of clients. She has a pending lawsuit against the son for jumping on the hood of her car and pounding on the windshield. He has hired expensive lawyers. The father was throwing urine at our house and then when he found out we had cameras, mooned the camera and grabbed his genitals 28 times. Matawan officers charged him and the judge gave him a $100.00 fine. She smiled at him and said, ''I know you only through water, but....'' The reporting police officer wrote that there was yellow fluid that smelled like urine on our window. This guy has intimidated the everyone including the legal system here. Can we do anything to stop him?

You could hire a good lawyer for her. Otherwise, it sounds like you are trying everything else since the police are already involved.
