convicted or dismissed
in 1992 I had a pre-trial intervention and charges were dismissed on a application it ask me have i ever convicted of a crime other thanminor traffic violations?how should i answer it

The charges were (as you mention) dismissed. Therefore you were not convicted. Accordingly, when the application asks whether you were ever convicted, the answer is "No."
On the other hand, if you are asked whether you have ever been arrrested, the answer would still be yes. If you were to get an expungement, you could then legally answer "No" even to the question of whether you were ever arrested. If this is the only charge you ever had against you for a criminal matter then you can answer NO if the question is "were you ever CONVICTED of a crime".

The previous answer is right on.
You may also want to consider an application for expungement of the arrest which would allow you to answer "no" to an arrest question (at least in New Jersey).
