If you find drugs, you have to give them right to the police. You cannot just hang on to them and decide later what to do with it.

The offense is the failure to deliver a controlled dangerous substance, which you posses, to a law enforcement
official.

The crime is holding onto some type of drug....a slightly different take on simple possession

It means If you have illegal drugs you have to turn them in to the police. Otherwise you could be facing 6 months in jail and over a thousand dollars in fines and a loss of your driver's license for up to 2 years.
