How long can a law enforcement agent detain a person for without arresting them

Well if you are detained, you are already arrested because you have no freedom to leave. You are asking when to they have to put the cuffs on. That's up to them. The big issue here is, were you ever arrested? If so, I suggest you contact an attorney and let him or her worry about all of these issues.
