Legal Question in Criminal Law in New Jersey

If I had a criminal record properly expunged through the Superior Court of Morris County and the Chief of Police in the town where the arrest took place reveals the records 8 years after the expungement, do I have a civil case against the Chief of Police or the town where the offense originally took place?

I would think so. The order provides that the offense is deemed not to have occurred and requires that all records relating to arrest/conviction be separated from other police records and placed iln a location designated for expunged records.
