There certainly CAN be jail time for possession of "only" 2 bags. It depends on a lot of things, like (1) bags of what, and (2) what kind of prior record does the defendant have?
If you are talking about 2 dime bags of pot for somebody who has a clean record, this person should not even end up with a criminal record for it, let alone do jail time. A low-end drug charge like that COULD have up to 6 months in jail, but generally wouldn't have any.
Possession of larger amounts or more serious drugs would generally be treated as 3rd degree crimes, with possible jail time of 3-5 years. The likelihood of actually doing any time is strongly influenced by the defendant's prior record. Someone who keeps getting busted for drugs is probably not cut out for a life of crime, but just doesn't get it. That type of defendant, or someone who is dealing, is going to get hit much harder in sentencing.
