after having an expungement for disorderly person will education employers be able to open files as I understand when applying for a state trooper job their employer will be able to

Education employers will NOT have access to expunged records. State trooper employers do because the expungement statutes create exceptions for law enforcement employment. (The statutes also create exceptions for employment within the judicial branch of government.)
