felony admission on job applications
Are there legal penalties for not answering truthfully to ''were you convicted of a felony?'' on a job application ? and if so what are the penalties ?

It all depends on who the employer is and what you are signing. If you are signing and affidavit, false swearing is a crime. Technically, attempting to obtain anything by means of a material misrepresentation of fact is an attempted theft by false pretense. Usually, what happens is that when the truth is discovered you either lose the job or you are not hired.
Sometimes the truth with a truthful,
solid explanation will might lead to employment, but no bank, insurance company, computer company, home health care business would hire someone with a theft conviction, nor matter how minor, or with a conviction for a felony.
