Legal Question in Criminal Law in New Jersey

My fiance is on probation (for a white collar crime, but probation nonetheless) and was recently pulled over for a broken tail light. He says that 4 police have pulled him over for 20 minutes outside of the Princeton area. Can they arrest him for a broken tail light?

I don't believe they can ARREST him, but they can give him a ticket. Tell him to drive cars that are either in completely good condition or not registered to him (the cops are also allowed to randomly run license plates).
