how can one with a certain person charge with a gun get early release with a pryor gun charge in the past

Although you don't say exactly what charge the person has against them, in general convictions for gun offenses in New Jersey have a mandatory minimum period of incarceration that must be served upon conviction. With a mandatory minimum period of incarceration, you cannot get out early - you must first complete that mandatory time period.
