Legal Question in Criminal Law in New Jersey

Harassment

Is it considered harassment when one drives down the street on the plantiff, while working for a pizza delivery company. Also, is it harassment that I end up on the said road as her, with 4 cars between us, those 4 cars turn..leaving me behind her, driving behind her, is that harassment. Would that hold water in court? I have a letter from my boss that all drivers use that street as a shortcut.. Also, there is no order for me to not contact her..its just driving down a street.
