Can the State of New Jersey take more than 6months (180-Days) after arraignment (2C:20-4A) to indict; if yes why?

Yes, because they can and no one tries to stop him. If you have an attorney, he or she should know how to light a fire under them to make them decide to present the case to the GJ or not.
