Landlord Distraint - Holding Motor Cycle

My friend's landlord took his motor cycle and brought it into the landlord's living room because my friend did not pay rent (illegal distraint). When we went to the police, the police refused to go with us to the landlord's house to get the motorcycle back. Then, after nearly a two month investigation, a detective called him and told him that he met with the landlord who produced a document supposedly signed by my friend (obviously forged) which authorized the landlord to hold the bike until payment of the back rent was made. The detective advised my friend that no charges would be filed but that he could file his own complaint. The detective would not tell him what laws may have been violated to file the complaint and advised him to see an attorney. What laws should he cite? Additionally, the landlord stole two checks out of his mail, forged his name and cashed them. The detective told my friend to try to get those checks from the issuers and would offer no help in obtaining the evidence.
