Letter of Promise not adhered too.

When I was hired I got a signed letter of Promise stating that I would be getting $35,000 a year starting, and based on my performance during my 90 day probation period I would get a $5,000 raise. Now my reviews have always been positive, but is there some way they can get out of this?

I work a Housing Authority here in NJ, and due to my own failures, I guess, I hadn't noticed i never got that raise. It was supposed to happen a year and a half ago.

There was some strife in the authority at the time, so perhaps it was overlooked. But I feel rather cheated, and dismayed and now realize why i haven't been making my own budgets.

I have a copy of the letter of promise, and have seen the signed copy in my personnel folder as well.

Is that ''based on performance'' even with good reviews going to mean i'm out the money?
