Money siezed as evidence

I was arrested back in 2005 the original charges were 1st degree robbery. The day before I got arrested I got paid by my job and cashed my check and had $957.00 on me. I plead to a 3rd degree burglary charge, and they never credited me of the money that was seized as restitution, it is still in an evidence locker and I want to use this money as restitution, but the ada in morris county is giving me the run around. I am currently on ISP, and I just want to get these fines paid off. How can I get the courts to release this money. Everyone has been convicted as of over a year ago, and no appeals are in place. It may not be much money but it is money that is just sitting in an evidence locker that can be used to pay towards restitution. I notified my ISP officer and he doesn't want to get involved. What type of motion would I have to file to either ammend the JOC, or can i try to file a turnover order or is that just for civil court?
