NJ Superior Court Case

someone i know was pulled over in phiadelphia and arrested on a warrent from NJ for felony eluding and assault on a police officer, he is currently being held on a $30k bail but the problem is that back in may 07 someone used his personal information and received alot of tickets - he was incarcerated for unrelated charges and when he got out he went to court and handle all the municipal charges which got dismissed but his public defender did not tell him about the case in superior court and he never received any notices is there a chance that when he gets to see a judge and they see that he was handling the other tickets in municipal court which apparently were issued on the same day and that his public defender didnt tell him about the superior court case would he be able to get ROR so that he can take care of those charges or would they leave him in there with that bail so high, he cant afford that at this time and his job is also waiting for him. What are the posibilities that the judge might ROR him or lower his bail at least since he wasnt even the one that got those tickets and charges?
