Legal Question in Criminal Law in New Jersey

N.J.S. 2c:21-3 (I live in FL)

Hi, I have a question:

In 1997 I was arrested and charged with N.J.S. 2C:21-3(b), however, the charge was dismissed. I am currently applying for a citizenship (I live since 1999 in Florida), and the questions (below) are asking about the charges. Is the ''N.J.S. 2C:21-3(b)'' a crime, offense or fraud (I'm not sure if there is a difference between these 3)?

Here are the questions (exact):

[1] Have you ever been arrested, cited or detained by any law enforcement officer (including USCIS or former INS and military officers) for any reason? My answer would be YES.

[2] Have you ever been charged with commintting any crime or offense? I'm not sure about my answer since I don't know whether this was an offense or crime, so I'm not sure about the answer.

I'm not an immigration attorney but I can refer you to a very good one if you would like. I would also have to look at the entire application to give you a better opinion, but I would suggest you say yes to both and then include something somewhere which indicates that it was dismissed.
