Can a person be held criminally liable if he threatens to send nude pictures stored in a cell phone to the other person's place of business, specifically a school?

It is a matter of how the threat is stated and the purpose of the threat. For example, a threat to send the photos unless some act is done or not done might be chargeable as extortion. The specifics of threat are important to whether a crime could be charged.
