walk up to a parked car and immediatly
ask the person in the car for license,
registration and insurance w/o probable
cause of the person doing anything
illegal.

Yes and no. Depends on the case. I suggest you get an attorney if you are facing charges. If you are not facing charges, I don't any reason to take any other action here.

In general, NO. But if you were charged as a result of the officer's actions, I would have to review the police report before I could give you a definite answer.
