What happens if a police raid a residence and find drugs but not the person they're looking for?

There are various possiblities. It all depends on where the drugs are found in the residence and whether the circumstances of finding them would tend to prove that the drugs belonged to the missing person. Fingerprints of the missing person on the packaging for the drugs would be highly evidential, but the police are not that thorough in the real world, as opposed to the CSI world of television.

The fact that the person sought was not present is a negative for the State's case, but it does

not destroy the case totally.

As long as the police had a valid search warrant and the drugs were found either in plain view or at least in a place where the person they were looking for could be expected to be found (in a closet, under a bed, etc.), then the drugs were legally discovered and the people in the house or who owned the house can be charged with drug posession.
