What is a pool attorney? Are they better than public defenders?

A pool attorney is a private attorney that signs up with the public defender's office to take conflict cases. The PD's office is considered as one law firm so they can't represent more than one person in a case. Some PD's are great, some are not, same with pool attorneys and private attorneys. You really don't have much of a choice so in the end, it doesn't much matter who is better than another if you can't afford a private attorney.
