Legal Question in Criminal Law in New Jersey

A relative was charged with possession with intent in NJ, however found that on his PTI report after pleading guilty that it said the charge was manufacturing. is this a mistake or are they the same thing? Is one better than the other? If this site is for real I have other questions I would be willing to pay a fee to have answered. Thank You
