Is setting a fine limit as a stipulation of appointing an attorney a violation of the right to fair trial?

No, because you always have the right to hire a private lawyer, and you are only entitled to have a lawyer appointed if you are facing consequences of magnitude, which is partially defined as facing fines of $750.00 or more.
