Is it illegal for an 18 year old boy to ''make out'' with a 13 yr old girl?

As an 18 year old man, you should not be in the same room alone with a 13 year old girl that is not your sister. Thus, I don't suggest you "make out" with her.

It could be illegal because a person who has sexual contact with a thirteen old must be no more than four years older or less. Be certain that you wish to take strong action against this person because if there is a charge under Megan's law he may be subject to lifetime supervision.

Once you start the process by filing a criminal charge you will lose control of what happens thereafter.

Whatever you do do it after careful thought.

If you are the eighteen year old, cool your jets; you are treading on very dangerous ground.

The answer is "probably" since this most likely at the very least can be construed as Endangering the Welfare of a Minor, which is a criminal offense in New Jersey.
