If a coach from another team tells his player to push down a player from another team during the game would that be a criminal act

Usually not, unless the action that coach suggesting to be performed is aimed at purposefully injuring another player and it is likely to be resulted in an injury. You might have an easier time establishing a civil liability however.

The real question is, will the police care. In my opinion, probably not, but there is only one way to find out.
