Legal Question in Criminal Law in New Jersey

In state of NJ, when you are sentenced and the prosecutor will agree to ISP an that happen immediately or do you have to serve time first. The sentence is a 3/1 stip. (crime is theft by deception) I ask because my good friend is in trouble and is hoping to get a sentence which would allow him to be with his wife & daughter and continue working to support them. If he goes away then the family will have to live of the state for healthcare and food. Which to me would make no sense for the state, when ISP or home confinement is more cost efficient.

Thanks for the help
