Legal Question in Criminal Law in New Jersey

threat of future harassment
I live in a rural pineland residential area. I recently found out my neighbor was operating his business without proper permits. I suffered through several years of looking at his business grow larger, now 6 box trucks and a mobile office trailer on the property,thinking he was allowed to be there. I recently found out that wasn't the case. When I confronted about the issue and asked him to prove he was legal or make up a time frame to remove his trucks and office he got very nasty and warned me to watch out for my family and he was going to be watching me through a magnifying glass. Witch I take to mean the harassment is going to start. what are my rights here? is there something I should do before I go to the building/zoning department about this?
