We paid agency $6270 for a trip they cancelled at last minute. They will not refund money. The agency is in NY and we live in NJ. Is this a crimmal act or civil?

Civil, unless you can show that they intentionally defrauded you by taking your money without ever planning on scheduling the trip.

It could be criminal if they have a pattern of ripping people off.
