discrimination tort claim

are there time limits in reguards to filing a tort claim againts a state employer involving discrimination / retailation for filing a complaint

Yes. Under Title 59 you must file a Notice of Tort Claim within 90 days. An attorney may be able to file one slightly later in appropriate circumstances, but once a year has past it is practically impossible. You should consult with an attorney ASAP!
