Legal Question in DUI Law in New Jersey

13 year old dwi

aprox 13 years ago I got a 3rd dwi in New Jersey I then put my self into a inpatent program at Discovery.

I just recently went to go get my California licence. they refused telling me i need to contact NJ.

when I did they tell me I have to complete a 3month treatment costing me hundreds and making me wait even longer to legaly drive.

When I contacted Descovery they turns out they don't hold records that long and there is no prof of my stay.

I have had no legal problems since and I just want to go on with my life and my new job will require me to drive.

What can I do about this?
