Legal Question in DUI Law in New Jersey

My brother was arrested with friends today. He is 17. He was parked in a culdesac when a cop pulled up. It was obvious that they were high and had smoke in his car. The cop found a bag on them and a bong. He also had bear in his trunk. What do you think his charges will be?
